Candidates Qualify for the District 4 Special Election 2024

Henry County held qualifying this week for district 4 county commissioner. The district 4 special election will be on the November 2024 ballot. The winner will serve the remainder of the current term, or until December 2026.

District 4 Special Election 2024

Henry County district 4 represents central Henry County. This includes portions of McDonough and Stockbridge. Most of the Eagles Landing community and part of Union Grove are also in the district.

The special election is occurring because Vivian Thomas resigned the seat earlier this year to run for county chair. She lost to incumbent Carlotta Harrell in the county chair primary. Thomas is now one of five candidates who have qualified for the special election.

About the Candidates

John Blount served two terms on the Stockbridge council from 2016 to 2023. When on the council, he regularly hosted events for the city’s seniors.

Michael Price was appointed interim district 4 commissioner in April 2024. He is the senior pastor at Shoal Creek Baptist Church in Locust Grove.

Phedra Thomas works in law enforcement. She is a deputy sheriff for Clayton County Sheriff’s Office, having previously served as a police officer at the Georgia World Congress Center and as a deputy sheriff in Fulton County, according to her LinkedIn page.

Robert Kolpak first ran for district 4 commissioner in 2022. He works for Norfolk Southern railroad, according to his LinkedIn page. Kolpak also volunteers as a local youth sports coach.

Finally, Vivian Thomas previously served as district 4 commissioner from 2017 to March 2024. As the district commissioner, she promoted district 4 as the medical and professional hub of the county. She now seeks to return to the county commission.
