Henry County has four parks & recreation projects accepting bids during the month of August. They include new fencing at North Ola Park, and a new concession stand / restroom at Warren Holder Park. County staff and the board of commissioners will consider awarding a contract for each item at a later date.
The projects include three construction items and one request for proposals. The RFP is for the development of a countywide parks master plan.
Parks Master Plan
Where should Henry County build new parks? Which communities are lacking green space and / or ball fields? These are only two of the questions a parks master plan would seek to answer for the county.
Long-time readers may recall Henry County staff attempted to start a parks master plan in 2020. At the time, the board of commissioners opted not to award a contract for the project consultant. Staff are now moving forward again subject to board approval. Henry County does not presently have a parks master plan.
The county accepted proposals through August 2 for the master plan. Staff will review the proposals before recommending a consultant to the BOC to award a contract.
North Ola Park Fencing
The second parks project is new fencing at North Ola Park. The county accepted bids through August 2.
The scope of work includes new chain link fencing for baseball fields 1–4. It also includes new roofing and fence for the dugouts. If the low bid is less than $50,000, then the county manager can award the project without needing the board’s approval.

Avalon Park Concrete Pads
Third, the county is seeking a contractor for concrete bleacher pads at Avalon Park. Specifically, the contractor will remove and replace one existing bleacher pad and pour concrete for three new pads. Finally, the scope of work includes one new drainage pipe.
Bids are due to Henry County by August 18 at 3 pm.
Warren Holder Park Concession Stand
Last but not least, the county is also bidding out renovations to the concession stand / restroom at Warren Holder Park. Bids are due by August 31 at 3 pm.
The scope of work includes demolishing the current concession stand and building a new one. The selected contractor will also handle the design of the new concession stand, subject to the county’s requirements. The new concession stand must measure at least 240 square feet as well as have an outdoor covered grilling area.
In addition, the concession stand building will also include public restrooms for park guests. Each restroom shall have three stalls. This combo building is similar to others in use throughout Henry County parks.
