The rezoning request will be presented to the board of commissioners on Tuesday, August 18. The meeting starts at 6:30 pm.
Those wishing to speak during the Public Hearing will need to sign up by emailing Karis Trimble at: email@example.com no later than August 17, 2020 by 5:00 pm. Each group (in favor, which includes the applicant) or (in opposition) of the agenda item will have a collective ten (10) minutes to speak. Only those individuals signed up will be given an opportunity to speak.
The proposed development at East Lake Parkway and Springdale Road was first presented to the zoning advisory board in May 2019 and has appeared before the board of commissioners on multiple occasions. On Tuesday night, the board of commissioners considered the rezoning request once again.
The applicant, General Holdings Unlimited, LLC, is requesting a rezoning from RA (residential agricultural) to RS (residential suburban) for 50.4 +/- acres located at the northeast corner of the intersection. The development proposes to build 184 residential units, comprised mostly of townhouses.
The applicantâ€™s proposal is supported by the comprehensive land use plan which identifies the subject property for medium-density residential development. Planning staff and the zoning advisory board have recommended approval of the rezoning.
A motion by Commissioner Thomas to approve the rezoning with nearly twenty zoning conditions died for lack of a second. Since no decision was made by the board, the request can be rescheduled again in the future.
Some of the recommended zoning conditions include increasing the minimum square footage of each unit to 1,200 sq ft with an average square footage of 1,500 sq ft of heated floor space, limiting the townhouses to two and three-bedroom units, and requiring two-car garages. Architectural exteriors would require a combination of brick, stone, or cement fiberboard, and contrasting roof heights would be required between units.
The residential suburban zoning district allows for a combination of townhouses, duplexes, or single-family houses. Duplexes would be prohibited in the project.
The requirements of the highway corridor overlay district also apply. These requirements include a ten-foot multiuse path along East Lake Parkway, an eight-foot sidewalk along Springdale Road, pedestrian path lighting and street trees.
Finally, all building exteriors, landscaping, and common areas would be maintained by a mandatory HOA. Common areas of the development would be turned over to the HOA at fifty-percent build-out.
