The Reservoir Group of Watkinsville, GA has requested a rezoning from RA (Residential Agricultural) to RM (Multi-Family) for property located on Mt. Carmel Road. The property consists of 27.303 +/-acres, and the request is for a multi-family residential development. The property is located within commission district 3.
The request is supported by the future land use map. The subject property is labeled for high-density residential development, which allows between six and sixteen dwelling units per acre. The applicant’s site plan has a net density of 13.71 dwelling units per acre.
There is precedent in the area for apartments. The nearby Haddon Place Apartments on Willow Lane has 250 units and a gross density of 12.5 units per acre. Mandalay Villas located on Jonesboro Road has 300 units and additional land next to Mandalay has been approved for up to 240 units.
The conceptual site plan includes twenty-five multifamily buildings with eleven units per building, totaling 275 units.
A traffic study will be required to evaluate the development’s impacts and all recommended improvements will be installed by the applicant. The site’s entrance along Mount Carmel Road will include appropriate turning lanes and deceleration / acceleration tapers.
Mt Carmel Road is a major collector on the GDOT functional classification. The roadway intersects with Jonesboro Road at an existing traffic signal, providing a reliable route for residents to access I-75 and commercial areas along Jonesboro Road.
The request is estimated to generate an additional 550 students at Wesley Lakes Elementary, Eagle’s Landing Middle, and Eagle’s Landing High collectively. This will result in the need for twenty-two additional classrooms.
School capacity cannot be used as a reason to deny rezoning. The next opportunity to expand existing schools or construct new facilities will be through the education SPLOST VI project list, to be developed in 2021.
Staff has recommended approval of the request. The staff report may be viewed on the county website. The report evaluates the request against the comprehensive plan and includes a higher resolution version of the site plan.
A public hearing on the request will occur at the zoning advisory board meeting on November 8 at 6:30 pm. The meeting is held at the Henry County Administration Building located at 140 Henry Parkway in McDonough. A second public hearing will follow before the Henry County Board of Commissioners at a later date, at which time a decision will be rendered on the applicantâ€™s request.
